\ninfrastructure. Metro projects, bridges, highways, industrial corridors, and housing developments are all dependent on RMC. Globally, after water, concrete is the most widely used material, underlining the importance of this industry. The absence of a coordinated regulatory framework is now beginning to affect project execution timelines, cost stability, and supply predictability across the construction sector.<\/p>\n
\u2022 Current Situation \u2013 Increasing Pressure on the Industry
\nAt present, the RMC industry is facing multiple challenges:
\n\u2022 Multiple permissions from different departments
\n\u2022 Frequent and evolving compliance expectations
\n\u2022 Traffic restrictions affecting time-bound delivery
\n\u2022 Rising input and operational costs
\nThe issue is not about regulations, but about the lack of coordination, clarity, and uniform implementation.<\/p>\n
\u2022 Nine Months of Continuous Dialogue with Authorities
\nOver the past nine months, the Association has actively engaged with:

\n\u2022 Police Commissionerate\u2019s
\n\u2022 MPCB
\n\u2022 PMC
\n\u2022 PCMC
\n\u2022 PMRDA
\nthrough formal representations and consultation meetings to seek clarity on a unified regulatory framework for RMC operations.
\nDespite sustained engagement, a consolidated policy direction is still awaited.
\n\u201cWe waited for nine months\u2026 now it is time for a decision.\u201d<\/p>\n
\u2022 Responsible Pause for Industry Upgradation
\nThe Association clarified that this temporary pause is not a strike, but a structured step toward strengthening operational standards across RMC plants.
\nDuring this period, plants will undertake:
\n\u2022 internal compliance audits
\n\u2022 transit mixer safety inspections
\n\u2022 dust-control upgrades
\n\u2022 workforce safety training
\n\u2022 documentation standardization
\n\u2022 SOP alignment with regulatory expectations

\u2022 Launch of Quality & Safety Certification Framework
\nTo strengthen transparency and public confidence, the Association will
\nintroduce a Quality & Safety Certification Framework for member plants. This initiative will help authorities, developers, and infrastructure agencies identify compliant facilities meeting defined operational benchmarks.<\/p>\n

\nThe Association has requested urgent consideration of the following measures:
\n\u2022 Single Window Clearance System for RMC plants
\n\u2022 Uniform Maharashtra RMC Policy Framework
\n\u2022 Scientific traffic time-slotting for transit mixers
\n\u2022 Practical and implementable environmental compliance guidelines
\n\u2022 Clear classification of temporary vs permanent batching plants
\n\u201cOne State \u2013 One Policy \u2013 Uniform Implementation.\u201d<\/p>\n
Appeal to Developers and Infrastructure Stakeholders
\nBuilders, contractors, infrastructure agencies, and public bodies are requested to procure concrete only from Pune RMC Associations certified RMC plants to ensure:
