Pune : The Pune RMC Association has announced a temporary and structured operational pause across all RMC plants, effective from Midnight of 15th April 2026, Accordingly, Manufacturing and Dispatch of Ready-Mix Concrete (RMC) from all RMC plants will remain suspended during this structured improvement phase. for some days as part of an industry-wide compliance strengthening initiative.
• Backbone of Modern Construction – RMC Industry
Ready Mix Concrete (RMC) is a critical component of modern
infrastructure. Metro projects, bridges, highways, industrial corridors, and housing developments are all dependent on RMC. Globally, after water, concrete is the most widely used material, underlining the importance of this industry. The absence of a coordinated regulatory framework is now beginning to affect project execution timelines, cost stability, and supply predictability across the construction sector.
• Current Situation – Increasing Pressure on the Industry
At present, the RMC industry is facing multiple challenges:
• Multiple permissions from different departments
• Frequent and evolving compliance expectations
• Traffic restrictions affecting time-bound delivery
• Rising input and operational costs
The issue is not about regulations, but about the lack of coordination, clarity, and uniform implementation.
• Nine Months of Continuous Dialogue with Authorities
Over the past nine months, the Association has actively engaged with:
• District Collector Office
• Police Commissionerate’s
• MPCB
• PMC
• PCMC
• PMRDA
through formal representations and consultation meetings to seek clarity on a unified regulatory framework for RMC operations.
Despite sustained engagement, a consolidated policy direction is still awaited.
“We waited for nine months… now it is time for a decision.”
• Responsible Pause for Industry Upgradation
The Association clarified that this temporary pause is not a strike, but a structured step toward strengthening operational standards across RMC plants.
During this period, plants will undertake:
• internal compliance audits
• transit mixer safety inspections
• dust-control upgrades
• workforce safety training
• documentation standardization
• SOP alignment with regulatory expectations
“This is not a break it is an industry upgrade.”
• Launch of Quality & Safety Certification Framework
To strengthen transparency and public confidence, the Association will
introduce a Quality & Safety Certification Framework for member plants. This initiative will help authorities, developers, and infrastructure agencies identify compliant facilities meeting defined operational benchmarks.
• Request for State-Level Policy Support
The Association has requested urgent consideration of the following measures:
• Single Window Clearance System for RMC plants
• Uniform Maharashtra RMC Policy Framework
• Scientific traffic time-slotting for transit mixers
• Practical and implementable environmental compliance guidelines
• Clear classification of temporary vs permanent batching plants
“One State – One Policy – Uniform Implementation.”
